On 14 November 2011, Russia's permanent representative to the UN, Vitaly Churkin, demanded at the Security Council that Sweden put a stop to the activities of the Kavkaz Center (KC), which is known to be a terrorist web resource.
The KC is [Russia’s most-wanted – Ed.] Doku Umarov's instrument and foreign representation: the website's relationship to terrorism is structural, financial, ideological and operative.
The Kavkaz Center is an operative and structural element in a terrorist organization, a foreign representation for terrorists. High-level political protection has created a pretence and allowed them to operate. The political elite must be brought personally to account for the existence of the Kavkaz Center
